Thank you New Mexico!
New Mexico is the first state to fully subsidize childcare for every family! This is huge. I have been following this for years and even have spoken to policymakers in New Mexico to learn how they are doing this and try to figure out how to bring it back to Pennsylvania and every other state!
So, how did they do it?
1. A Bold Move in Their Constitution
In 2022, New Mexico became the first state to enshrine the right to early childhood education in its constitution. This means funding childcare is no longer a temporary program, it’s a permanent promise. They literally changed their constitution! Way to go New Mexico. With a constitutional amendment, they ensured that early childhood education would become a public fundamental right along with kindergarten to grade 12 education.
2. Funding Through Natural Resources
The state tapped into its Land Grant Permanent Fund (revenue from oil, gas, and mineral rights) to create a sustainable stream of funding.
3. A Clear Commitment to Families
Instead of piecemeal vouchers or income-based caps, New Mexico decided childcare is a public good. Every family is eligible, regardless of income.
Why does this matter?
90% of a child’s brain develops before kindergarten. Families can’t afford to wait until age five for learning to begin.
Childcare is often more expensive than a mortgage. This removes a huge barrier for parents, especially mothers, to remain in the workforce.
Quality care supports equity. Every child, regardless of zip code or family income, has the chance to thrive.
This is a model other states need to study. I believe New Mexico will emerge as a leader in child development outcomes in the coming years—and I’ll be keeping a close eye on the data. These children and families are going to thrive! Families of young children must be partying this week. This goes into effect on November 1st, 2025. They hardly even have to wait. This will be so life-changing for so many. Kudos New Mexico!
Imagine if Pennsylvania, and every state across the country, followed suit. The ripple effects would be enormous: stronger families, a stronger workforce, and healthier child development for generations.
